Construct a raw POF time value with a timezone.

hour: Type: SystemInt32
The hours (0 through 23).
minute: Type: SystemInt32
The minutes (0 through 59).
second: Type: SystemInt32
The seconds (0 through 59).
nanosecond: Type: SystemInt32
The nanoseconds (0 through 999999999).
hourOffset: Type: SystemInt32
The timezone offset in hours from UTC, for example 0 for BST, -5 for EST and 1 for CET.
minuteOffset: Type: SystemInt32
The timezone offset in minutes, for example 0 (in most cases) or 30.
